MT. PLEASANT, WASHINGTON, DC -- 8-13-10 -- An expert review of newly revised plans for the expansion of the Mt. Pleasant Library has determined that the building's proposed accessibility route remains out of compliance with ADA standards. The accessible way from the front sidewalk to a new addition will be 120 feet long and 7 feet high, including three-run ramp and intermediates. It is intended to serve as the new primary entrance to the historic Carnegie-built library.
Robert Nichols of Nichols Design Associates, who reviewed the revised plans last week, concluded, "There have been some minor technical changes made to DCPL's plans since our April 2010 report [ http://www.ceo4u.org/sites/nichols ], however most of the problems and concerns raised in our original report remain unresolved."
Nichols was commissioned this spring by ANC-1C to perform an independent assessment, after concerns from seniors and individuals with disabilities went unresolved by DC Public Library. When recently prompted by letters from constituents, Ward One Councilmember Jim Graham asked for and received assurances from Chief Librarian Ginnie Cooper that the ramp as planned meets ADA requirements.
Subsequently, DCPL submitted revised plans to DCRA, including adjustments to the ramp that would seem to contradict Cooper's earlier assertions. According to Nichols, however, the late adjustments still leave “serious deficiencies” uncorrected.

The drawing below shows an alternative plan for the renovation of the Mt. Pleasant library. This version would provide universal access through the front of the historic building, as well as improved public space and alleyway for emergency access to the rear of the library and surrounding buildings.
