On Thursday, May 21, 2009, DCPL and architect David Adjaye presented the latest Washington Highlands Library designs to the Commission of Fine Arts.
On or about the same day as this presentation, DCPL put a few images of the latest library designs on the DCPL website unannounced to the public.

The Commission of Fine Arts approved these concept plans despite serious concerns raised by Ward Eight for Practical and Sensible Design.
One CFA board member did state that the concerns raised by Ward Eight residents is a direct consequence of not having the community involved at the beginning of the design process in a meaningful way. This alludes to design methods that get good input like a "charette."
DCPL has chosen not to hold charettes in any community where a library project is underway. This contradicts what most other jurisdictions do with regard to important civic projects, like libraries.
Ward Eight residents are not clear why DCPL has decided to make most of the design decisions in-house and mainly in the hands of the Chief Librarian, Ginnie Cooper, and some of her staff.
